Measure a length of black tulle twice as long as you’d like the tutu to be. Step 2 Decide on how long you’d like your skirt to be. We kept it really simple by just stapling the elastic together. It’s completely no-sew and my daughter especially loves how full the tulle skirt is! Let’s start with a quick how-to for the Wicked Witch of the West costume. Their costumes turned out so cute, but most importantly, they didn’t break the bank and they were easy to put together!
